Bachellor of Laws (LL.B.) with Special Graduation Prize, Madrid Complutense University, Master of Laws (LL.M), Harvard University, Master in International Relations, The Fletcher School of Law and Diplomacy and Doctor of Juridical Sciences (S.J.D.), Harvard University.

In 1991 he was admitted to the New York Bar. From 1996 to 2000 he was an Advisor on European and North American Affairs in the Spanish Prime Minister’s office. He has been Dean of IE Law School, IE University, and President of the Center for European Studies at IE University.

From 2007 to 2012 he was a Member of the Governing Board of the Madrid Bar Association and from 2017 to 2022 President of the Spanish-British Tertulias. Visiting Professor at INSEAD, London Business School and William and Mary School of Law, he writes a weekly column on ABC on international politics.

He is a Senior Research Fellow of the Elcano Royal Institute and a Member of the European Council on Foreign Relations. He is Trustee of the Naval Museum of Spain, Ministry of Defence. In 2014 he published the book Power and Law in the European Union (Civitas).
